Do not group storm damage, age-related deterioration, and design changes into one unexplained allowance. Keeping those categories separate makes the project easier to price and the documentation easier to evaluate.
Build an elevation register before requesting prices
An elevation register is a simple inventory of the work faces. Assign each building a permanent identifier and each wall a direction or letter. Use the same identifiers in photographs, drawings, bids, change orders, and closeout records.
Include the following fields:

- Elevation identifier and number of stories.
- Existing cladding type and proposed removal limits.

- How will the new work connect to window and door flashing?
- What happens at roof-wall intersections, balconies, and transitions to brick or stucco?
- Who specifies compatible membranes, tapes, sealants, and termination details?
- What condition requires the crew to stop and request a designer’s direction?
- Who documents concealed work before it is covered?
Roof-wall intersections deserve particular attention in the investigation. For a complex building, have an appropriate design professional define the assembly. A generic online detail should not be used as a substitute for a design that accounts for the existing construction.
Ask for product evidence, not a material popularity contest
“Fiber cement,” “engineered wood,” “vinyl,” and “steel” name broad product categories. A buying decision should identify the exact product, profile, thickness where applicable, finish, attachment method, and supporting documentation.
A material comparison becomes useful when each alternative answers the same questions:

What does a Class 4 claim actually prove?
Ask which standard, product, and assembly the claim refers to. UL identifies UL 2218 as an impact standard for prepared roof covering materials. A roof classification is not automatic evidence of a siding product’s performance, and a category-wide “hail-proof” promise is not a substitute for the actual report. UL: roofing impact evaluation.
Keep test results, warranty language, and insurance treatment in separate columns. A manufacturer’s impact claim does not by itself establish coverage or a premium discount for an apartment or association policy. Obtain any proposed insurance treatment directly from the insurer in writing.
Verify the permitting route for the building address
Start with the authority having jurisdiction and a written description of the work. Tulsa’s Development Services provides separate residential and commercial application guidance. Send the permit office the building address, use, story count, photographs, and proposed removal/replacement description. Ask:

Screen older buildings before demolition is priced
For pre-1978 housing, paint disturbance can bring lead-safe renovation requirements into scope. Put the building age, available surveys, and investigation responsibility in the bid packet. If the existing materials or coatings have not been assessed, identify that gap. Do not treat the absence of a report as evidence that no special handling is needed.
The resulting scope should explain who obtains required information, how findings change the bid, and who authorizes work after a concealed or hazardous condition is discovered.
Make bids comparable before comparing totals
Two bids are comparable only when their inclusion lists are comparable. Ask every contractor to return a completed scope schedule rather than relying exclusively on a narrative proposal.
Separate base work, measured quantities, allowances, optional alternatives, and exclusions. In particular, distinguish:

Avoid authorizing a full replacement on the assumption that every line will be reimbursed. Track approved proceeds, disputed or unconfirmed items, and owner-funded improvements separately. What should the owner receive at closeout?
Build the closeout requirements into the bid so they are included in the price. A useful package contains the final scope, accepted substitutions, change records, required approvals, inspection records, concealed-work photos, product identification, written warranties, maintenance instructions, and unresolved punch-list items with assigned responsibility.
Index the information by building and elevation. A future manager should be able to identify what is behind a particular wall, which product was installed, and whom to contact without reconstructing the project from an inbox.

Can we price the project per apartment?
A per-unit figure can communicate an allocated budget after a scope exists. It is a weak starting point for construction pricing because two properties with the same unit count can have different wall areas, building heights, access requirements, and repair conditions. Establish the quantities and scope first.
Must all buildings use the same material?
That is a project decision subject to design, governing documents, approvals, appearance objectives, and maintenance planning. If alternatives are being considered, ask for clearly priced options and review their interfaces rather than treating different products as interchangeable.
Is the cheapest bid necessarily missing something?
No. A lower bid may reflect a more efficient approach. The purpose of a common scope is to distinguish real efficiency from an omission. Ask the same written questions of all bidders.
Should the board pick a contractor before the investigation?
